“Auto Finesse Oblitarate in my opinion is the best tar, sap and almost any resinous substance remover there is.
I also find it useful in the removal of sticky label glue.
Sadly no longer available in larger 5ltr containers which if you do a lot of decontamination of wheels and bodywork can become rather expensive.
