Taxi rank about a 5 min walk outside airport and up stairs or lift to taxi bay. Not met at airport as stated before booking

After having paid for a private transfer, we presumed there would be a driver waiting for us in the arrivals hall. No! We had to go to an office, wait in a queue for 10 minutes, given a piece of paper with a number on it and pointed in the direction of our driver. We then had a 5 minute walk out of the terminal to a lift. Massive queues at the lift so we opted to climb 2 flights of stairs lugging our suitcases. We found our taxi driver from the number on the piece of paper we were given. However, the driver was expecting someone else so off he went to make a phone call. About 5 minutes later another driver arrived and off we went. Total time it took from arrivals hall to getting in our taxi was about 25 minutes. We found out later that if we had jumped in one of the waiting taxis outside of arrivals it would have cost a similar amount to our pre-booked farce. Complete waste of time.
