I worked it into my skin dry and you could easily see makeup dissolving off the skin, then adding a bit of water I got the foaming cleanser aspect to help remove even more. I liked the feel of it on my skin massaging it around, it rinsed off completely, no greasy mess, and my skin was not stripped or tight. And it removed my makeup really good.
