As of Jan 7th 2025, still no 2nd device and after eventually getting through to the rude customer service on the phone, apparently we should be getting a refund for this device (we will see!)
We have no explanation as to why we've not received the device, but my best guess is that they are selling devices they do not have in stock and are hoping you will just wait until they have stock.
